Each year, the District conducts annual surveys of public and private potable water suppliers. These surveys are an important source of data and information that are used to support the District’s water resource programs and initiatives, including water supply planning, water use permitting and water conservation.

Getting Started: Data Validation
- Review your service area map- The quality of population estimates depends on the accuracy of the map of your utility’s service area.
Section A Maps — Public Supply Service Areas - Review your total withdrawal information in WMIS - The total annual withdrawals reported on the Public Supply Annual Report should match those submitted to the District each month (or other frequency as a condition of your permit). Completing the PSAR: Accessing Forms and Instructions
- Download and save the 2024 electronic Public Supply Report for General and Individual Permits form that you can fill out, save, and email to the District. See the form and other helpful resources for completing the PSAR under PSAR Resources.
Finishing Up: Don’t Forget!
- Provide supporting all documentation for imports, exports, water treatment losses, significant uses, and deductions, if applicable.
- Return the completed form and any required attachments via email by April 1, 2025 (note: Unless required by different date based on your permit) to:

Water Audit Due Date
If your PSAR form indicates a Water Loss of greater than 10%, you must complete a Water Audit. Water Audit Reports are due October 1, 2025.
