Regional Water Supply Plan

The District’s Regional Water Supply Plan assesses the projected water demands and potential sources of water to meet demands over a 20-year period. The Plan is updated every five years, in accordance with Section 373.709, Florida Statutes.

What’s the RWSP?

The 2025 Regional Water Supply Plan (RWSP) is an assessment of projected water demands and potential sources of water to meet these demands in the Southwest Florida Water Management District (District) for the period from 2025 through 2045. The RWSP consists of an executive summary, four geographically-based volumes corresponding to the District’s four designated water supply planning regions (Northern, Tampa Bay, Heartland and Southern) and related appendices.

The District’s first RWSP was published in 2001 and is updated every five years. Updates to the RWSP are made in an open public process to ensure all stakeholders are provided with an opportunity to share their thoughts.

How the RWSP is Used 

The RWSP provides a framework for future water management decisions in the District and demonstrates how water demands can be met through a combination of alternative water sources, fresh groundwater and water conservation measures.

RWSP 2025 Development Timeline

The process for developing the 2025 RWSP includes outreach to stakeholders for feedback. The timeline below is a tentative schedule for the 2025 RWSP.

  • May 20, 2025: District staff presented the public draft RWSP to the District Governing Board
  • June 2025 (TBD): First virtual public workshop to share public draft RWSP
  • June 2025 (TBD): Second virtual public workshop to share public draft RWSP
  • Sept. 1, 2025: Virtual comments section closes on webpage
  • December 2025: District Governing Board will vote on approval and adoption of draft plan
