District approves millage rates and budget

The "Southwest Florida Water Management District(Southwest Florida Water Management District)":/ Governing Board Tuesday adopted its fiscal year 2011 (FY2011) millage rates for the General Fund and the seven "Basin Boards(Basin Boards)":/about/basinboards/.

The "Governing Board(Governing Board)":/about/governingboard adopted a FY2011 millage rate of 0.3770 mill for the Districtwide General Fund, which is 0.0096 mill less than the current fiscal year's rate of 0.3866. This reduction in millage rate combined with a 10.77 percent decrease in taxable property values results in a $15.5 million reduction in ad valorem tax revenue from FY2010.

The total FY2011 budget for the District is $279.8 million, 6.4 percent lower than the adopted budget for FY2010, which was $298.9 million. The $19.1 million decrease in the budget is primarily due to a total $27.1 million reduction in ad valorem tax revenue from FY2010 for the General Fund and the Basins, a $7.8 million reduction in state funding, a $1.3 million reduction in federal revenue, a $1.3 million reduction in anticipated interest earnings on investments, and a $700,000 reduction in anticipated permit fees. The reductions are offset by an additional $19.3 million increase in balances brought forward from prior years due primarily to the cancellation of cooperative funding projects related to current economic conditions.

The total budget includes the General Fund, Special Revenue Funds and Capital Projects Funds. Special Revenue Funds include the seven watershed basins and the Florida Department of Transportation (FDOT) Mitigation program.

For the owner of a $150,000 home with a $50,000 homestead exemption, the FY2011 Districtwide tax would be $37.70 a year, or about $3.14 per month. The FY2011 basin tax would range between $14.84 a year or about $1.24 per month in the "Manasota Basin,(Manasota Basin Board)":/about/basinboards/manasota.php to $26 a year or about $2.17 per month in the "Pinellas-Anclote River Basin,(Pinellas-Anclote River Basin Board)":/about/basinboards/pinellas-anclote.php depending on the watershed basin where the property is located.
