Mandi Rice

Assistant Executive Director

As assistant executive director, Mandi Rice oversees the day-to-day operations of the District’s five divisions: Resource Management, Regulation, Management Services, Employee & External Relations, and Operations, Lands & Resource Monitoring.

Before joining the District, Rice worked at Tampa Bay Water, Florida’s largest wholesale water supplier, for 18 years in various positions including project manager, senior manager of construction and, most recently, operations and maintenance section leader. Rice was responsible for overseeing the operations and maintenance of Tampa Bay Water’s $1.5 billion water supply system, which includes 13 wellfields, six groundwater treatment plants, two river withdrawal pump stations, a surface water treatment plant, a seawater desalination plant, a 15.5-billion-gallon reservoir, seven pumping/booster stations, two hydrogen sulfide removal facilities and 300 miles of transmission mains.

Prior to joining Tampa Bay Water, Rice worked as a private consulting engineer for Schreuder, Inc. in Tampa.

Rice earned her bachelor’s and master’s degrees in civil engineering from the University of South Florida. She is a licensed professional engineer and is a member of the American Water Works Association and the Florida Engineering Society.
