General Counsel
As the District’s General Counsel, Chris Tumminia provides advice and counsel to the District’s Governing Board, executive director and District staff regarding matters of law and policy. His primary areas of practice have included civil and administrative litigation, water use permitting, minimum flows and levels, and water supply planning. Tumminia also has represented the District in numerous proceedings before the State of Florida Division of Administrative Hearings, including the challenge to the Peace River Manasota Regional Water Supply Authority’s water use permit, the Rainbow River MFL rule challenge, and the Central Florida Water Initiative rule challenge.
Tumminia has been with the District since 2016, previously holding the position of deputy general counsel from 2018 to 2021. He has served as a guest speaker at the WateReuse Florida conference on potable reuse, the Hillsborough County Bar Association annual conference on environmental and land use law, and the Florida Chamber of Commerce environmental permitting summer school at Marco Island.
Tumminia has written about the topic of water shortages and published an article in The Florida Bar’s Environmental and Land Use Law Section treatise discussing the equitable distribution of available water resources during drought events.
Tumminia graduated from the Oklahoma City University School of Law where he served as staff editor for the Law Review and received several awards and recognitions for his service to flagship publication. He earned a Bachelor of Arts in political science from the University of South Florida.
