Land Resources Bureau Chief

As bureau chief of Land Resources, Ellen Morgan Morrison is responsible for oversight of the District’s broad range of land-related activities covering more than 453,000 acres across all or part of 16 counties, including real estate services, land use requests and land management. Morrison oversees all District land acquisitions and sales, along with maintenance, recreation, security and management of the District’s approximately 265,000 acres of conservation lands. The Land Resources Bureau provides support to other District bureaus and offices with real estate needs such as access or land needs for District projects. The bureau also facilitates and manages agreements regarding District lands with cooperators such as local and state governments and agencies.

Early in Morrison’s career, she interned with the District’s Office of General Counsel while in law school and then went on to gain more than 25 years of real estate experience in the private sector before returning to the District.  

Morrison holds a bachelor’s degree in business administration with a minor in management from Saint Leo University, and a law degree from Stetson University College of Law. She is a sixth generation Floridian with strong ties to Florida’s history and protection of the state’s natural resources.
